Recent Projects: 1. The Boomanulla Conference for Country A process which bough together community representatives from across NSW to development a proposal for natural resource management (water, land, forest, fisheries) in NSW which subsequently emerged as a key policy document called the Boomanulla Statement (2001). The statement is endorsed by NSW Aboriginal Land Council and ATSIC. The work involved planning, preparation of themes, facilitation of meetings and subsequent drafting of the statement. 2. Management Development Program for Aboriginal & Torres Strait Isalnder People, BCA has developed and delivered the highly regarded Management Development Program for Aboriginal & Torres Strait Islander people (MDPA) for senior State and Commonwealth public servants in NSW over the last nine years. This program was originally developed in 1991 by Bruce Callaghan & Assoc for the NSW Public Service. The Program was developed under the sponsorship of The NSW Premier’s Department and the Office of the Director of Equal Opportunity in Public Employment and with the support of the NSW Department of Training and Education Co-ordination and the Commonwealth Department of Employment, Education and Training. The program was reviewed and updated by BCA in 1998 and delivered again in 1999. The course was designed to offer Aboriginal & Torres Strait Islander People Managers in the Public Sector an opportunity to develop high level management skills. The five month course includes modules on quality management, continuous improvement, client service, culture change and change management. The program has been specifically designed to fit with cultural expectations and learning styles of Aboriginal people. It is highly regarded and has been described as ‘setting a benchmark for Aboriginal management education in Australia.’ 2. NSW Indigenous Fisheries Strategy The consultants were responsible for organising and conducting a consultation at 10 sites on a document drafted by the NSW Fisheries Department. In the consultation, the strategy was substantially rejected. The consultants wrote up the consultation, summarised submissions, drafted a new strategy and advised on a consultative structure which finalised a draft which is now accepted by communities and government as the NSW policy. 3. DEST Review of Independent Indigenous VET (IIVET) Providers A study of 4 IIVETS to identify issues to be address in the new funding round (2002 – 03) 4. A Business Plan for the Indigenous training Unit at University of Western Sydney The program involved consultation with community representatives, a two day facilitated workshop and the drafting of a Business Plan for the Unit for the next 3 years (2002) 5. Business Plan for NSW Indigenous Community Infrastructure (NSW Department Aboriginal Affairs) This project involved, consultation, development of themes, a two day workshop for representatives, drafting of an approach and negotiation of a final document and budget for the program (2001). 6. ATSILS Training (Aboriginal Torres Strait Islander Legal Services) BCA were responsible for development, coordination and completion of a national training program for ATSIC focused on quality management and governance in ATSILS in 4 states.
